Goes to show you that you really do need to read the fine print in any service agreement.
Rule one about buying online is to research who you are buying from. If they are not a reputable seller, don't buy from them. Almost all the auction sites do have seller and buyer ratings available. If there is more then 1 report (depending on how much the person is selling online) then it's a pretty safe bet that you don't want to buy from them.
Now if a person does a lot of business online, there may be 1 or 2 reports from dissatisfied customers, but it's not a big deal if they have sold alot of items. There's always going to be 1 or 2 people out of 1,000 that are not going to be happy, usually because they didn't read the descriptions thouroughly.
It's common sense. DON'T BUY FROM SOME ONE WHO HAS ALOT OF COMPLAINTS AGAINST THEM!

This situation was caused by misbehavior of the lady (the seller in Florida) who tried to trick the buyer.
It's a clear example of fraudulent behavior and she should be prosecuted.
The whole ordeal has nothing to do with the Paypal, because they are there just to release the money when the goods arrive.
Goods in cases like this are not sent through them nor have they any idea on the package content.
It's a bad ad for them, but still Paypal is not to blame.

possibility of inspection of merchandise is definitely a thing lacking in other systems, paypal included

Sheesh, poor guy. Paypals a very dangerous thing to use, never know when they'll screw you over. I've been screwed over just over them updating the user agreement, really.
A client once payed me over 200.00 through paypal, then it turned out he was a kid and his mom filed it as fraud, and I ended up having to pay it all back.

Airnine is right, this isnt paypals fault. This was just a normal goods and services fraud by some lady.

the lesson here is: do not use PayPal. among the payemnt processors they are the worst.

I still trust Paypal with my cash. It was the woman in Florida's legal obligation to re-imburse the RI man, not the other way around.
