Here is the orginal pic that we will be adding the very common effect of scanlines to,

Make a 2 x 4 image and color in half of it with black

Then open the pic you want and fill it with these settings

Then here is your final product

While making this I got the feeling of a security cam sort of thing so I added a green color layer and used an airbrush to darken up some places. Then I added some time in the corner.
