If you can afford it, definately go with Photoshop. Paint Shop Pro is only available on Windows (I use a Mac), and appears to have gone downhill since Corel bought it (in my opinion).

But, PhotoShop has a steep learning curve if you've used other paint apps before. PhotoShop is a professional graphics editing application, where Paint Shop Pro is.... not.
